The Palomar Radio Control Flying Club, Inc. (revised April 2007)
The Palomar R/C Flying Club has established a set of Safety rules for the use of flying sites by club members and guests. Many of the rules have been recommended by the AMA and are necessary to maintain a safe environment for pilots as well as spectators and other visitors to the site. We ask that everyone at the site obey the rules so that our modeling activities remain accident free. Your cooperation is appreciated and respected.
Flying site rules apply to all flying sites and other such sites at which the club may choose to conduct its activities.
1. Use of club facilities is limited to AMA members invited to participate in club contests, club members and guests of club members. Guests must qualify as follows:
Guests, due to insurance regulations, must show proof of current AMA membership and must be accompanied by a club member. Out of town guests may use the facilities for a total of three weeks per calendar year and are considered to be those visiting from outside of San Diego County. Other guests may use the field once before applying for membership.
The host member is responsible for informing the guest of flying site rules.
Non-participating guests are to remain clear of the flight line and pit areas.
Club members are NOT to give the guest the combination or key to the club locks.
2. Pilots must display on their person proof of current club and AMA membership.
3. Club members and/or guests are not to rearrange the flying site facilities or the surrounding natural habitat without prior approval of the clubs officers and board of directors.
4. Pilots must obey the Official AMA " Safety Code". Particular attention is drawn to rule number 7: "I will not fly my model unless it is identified with my name and address or AMA number on or in the model."
5. All radio equipment must be FCC type approved and operated according to FCC regulations, including licensing where required (i.e., 6-meter ham band).
6. All transmitters are required to display proper channel numbers at the base of the antenna and a red "A/C ONLY" ribbon at the tip. All transmitters must be "1991 Narrow Band, with an R/C AMA GOLD STICKER. All receivers must be Narrow Band.
7. Transmitters are to remain in their designated area at all times when the antenna is extended. Antenna must be fully retracted for range tests. Frequency Control is always in effect:
Place your card in the frequency slot or select a frequency pin.
Remove your transmitter from the impound area.
Return your transmitter to the impound after use.
Remove your card from the frequency slot or replace the frequency pin in its position.
8. While flying...
Pilot must stand behind the designated flight station.
Maximum of one pilot per station, maximum total per field at any one time is five pilots.
Licensed ham operators are free to use any flight station, taking turns with other pilots. Hams will provide amongst themselves their own frequency control.
9. Engines, etc...
All engines must meet the noise level requirement of the flying site where it is being flown (see below dB requirements).
No full-power engine run-ups are permitted in the pits. Engine run-ups are to take place at the flight station with the airplane's nose headed towards the runway, or at a designated run-up area. The aircraft should be physically restrained.
10. At no time will prop blast be directed at another model or person.
11. High-starts and winches are prohibited.
12. Flight operations...
Flying over, near or to the rear of the flight line, pits or social areas is strictly prohibited.
Low passes, speed runs and bomb drops must be done beyond the far edge of the runway and they are not to interfere with take-offs and landings.
Under no circumstances is flying over any public road permitted.
Acrobatics are to be performed beyond the runways outer edge and beyond the pit/flight stations if on takeoff.
Take-offs must be started after the aircraft has taxied out of the designated taxi area and has reached the confines of the runway and must be announced. Flight instructors must assist those who persist in rolling across the sidelines.
Hand launches must be made in a direction away from the pits and social areas and must be from a runway clear of people and planes.
Dead stick landings always have the right of way and must be announced.
Landings have the right of way over take-off and must be announced.
Turns for landing must begin past the end of the runway.
On busy flying days, pilots shall not try to taxi all the way back to their flight stations, but taxi clear of the runway past the end of the pits, shut the engine off and then retrieve their airplane from its resting place.
Before going onto the runway, announce your intentions and watch for model aircraft which have the right of way.
13. New members with supposed flying experience shall be required to have a flight check out by an instructor before being issued a membership card. Other members under flight instruction shall be issued a temporary card requiring a buddy box/instructor until they pass their solo flight proficiency check. No student shall be permitted to fly below 200 feet AGL without a buddy box/instructor.
14. Student pilots shall receive Solo Certificates following their instructor and a second instructor flight checkout/signoff.
15. Due to AMA Insurance regulations, lack of compliance with any of the above rules is cause for immediate grounding of the offending pilot until the problem is corrected.
16. It is the responsibility off ALL CLUB MEMBERS to ENFORCE and OBEY the rules. Repeating offenses must be brought to the attention of the flight instructors or club officers.
17. Infractions of the rules may result in the Board of Directors suspending or revoking any or all privileges.
18. The club facilities shall at all times be kept clean of trash and litter.
19. The flying site rules may be changed by amendment. The proposed amendment shall be read at a regular monthly meeting an shall be voted upon. The proposed amendment shall be accepted by two thirds of the members present and voting at said meeting.
20. Site flying rules are to be posted at each flight station.
21. Alcoholic beverages are not allowed at any flying facility operated by the Palomar Radio Control Flying Club, Inc.
No flying before 8:00 AM any day.
Only aircraft of 98 dB or less will be allowed to fly at 8:00 AM. Aircraft above 98 dB but not more than 100 dB will not fly before 9:30 AM any day of the week. All airplanes will be allowed to fly until dusk seven days a week.
Start your turn after takeoff towards the west at the red flags at the west end of the runway. At no time will flying over the freeway be permitted.
Do not fly near the grove office and owners house East of the runway. Pilots should not fly more than 300 or 400 feet East of the runway.
Although there is no altitude limit, pilots should be aware of full scale aircraft, as Fallbrook Community Airport is 4 miles west of Johnson Field. Full scale aircraft are not to be interfered with or harassed in any manner.
At no time will models be flown behind the south edge of the runway.
The front gate will be locked behind you when entering or
leaving the facility Monday through Friday.
On Saturday and Sunday the Open gate hours are 9:00Am to 1:00Pm.
After 1:00Pm the gate will be locked. If you are a visitor to Johnson field, please make
arragements with a club member for access and exit from the field.
